Nai Roshni Scheme Objectives

As you all know, there are many women in India who are still not empowered.  The condition of women in our country is very bad.  Keeping this fact in mind, the Government of India has launched the Nai Roshni Scheme, to empower women. The Scheme was launched especially for the women of the country. Women of our country will be empowered through this scheme. This scheme will help the women of our country a lot and they will also be given training. The women will also receive financial assistance through this scheme.

Training Under Nai Roshni Scheme Types

There are two types of training under this scheme that are as follows:-

Non-residential Leadership Development Training

The government will select 25 women from the villagers who want to become independent and have curiosity in making themselves empowered. One batch will contain 25 women. the batch of 25 women, at least 10% of the total women, should have passed class 10th. If the women are not educated, this team will be required to have at least a level of class 5th. This scheme will provide training to the women. With the help of this training, the women will gain a lot of knowledge and will be able to teach something to the other women also.

Residential Leadership Development Training

Under the Nai Roshni Scheme, the Government will also select 25 women in this training. The government will select only 5 women from one village. These women will get training by the trained people and will get a chance to gain knowledge about various things. The women who want to join this training should have passed class 12. If the women have not passed class 12th, the government will select the women who have passed class 10th. The trained women will become community-based leaders. This scheme is really very helpful for the women of the country.

Nai Roshni Scheme Training Conduct

The conduct of the training under this scheme is as follows:-

  • This scheme will provide two types of training.
  • The women who are undergoing leadership development training will work towards achieving the objectives Of this scheme.
  • Organization is required to carry out nurturing and hand holding for a period of one year.
  • This hand holding will be taken under the non-residential training.
  • Those facilitators who are engaged in nurturing and handholding services are required to visit the village.
  • The training will be of two types:-
  • Non residential training in village/urban locality:
  • Under this scheme, By using the existing facilities or a rented permanent structure the training will be conducted in the village.
  • The Training will be carried out for 6 days under this scheme.
  • The training will continue each day for 6 hours.
  • The batch of trainees will consist of 25 women.
  • The organization is responsible for the fixing of dates of the training.
  • The Organization is also required to provide printed training material in the local language.
  • The trainees will also be provided an allowance with a meal arrangement for their children. 
  • The selected woman will be imparted leadership training and economic empowerment in non residential training program
  • The women should have their bank account so that the amount will be directly transferred to the account of the women. 
  • The Two third of the trainers engaged in the payment should be women
  • The trainers to be able to deliver their inputs in the local language of the area
  • Residential leadership development training
  • The women will be imparted the training in residential training institutes
  • The institute must have boarding and lodging arrangement for at least 25 women
  • The duration of training will be of five days
  • The training will continue each day for 7 hours.
  • The batch will consist of 25 trainees
  • The Organization is required to provide a printing training material in local language
  • The organization is responsible for the fixing of the timings of the training.
  • Nai Roshni Scheme is going to cover the entire fees of training
  • Trainee will also be provided allowance for the duration of training period
  • The women should have their bank account.

Ayushman Bharat Extended for Asha Workers

Workshop Under This Scheme

The workshops under this scheme are as follows:-

  • The training organisation will organise a half day workshop in collaboration with the district collector/deputy commissioner/sub divisional officer/Block Development Officer.
  • The workshop will be organised with government functionaries, bankers which includes panchayati Raj functionaries etc at the district/subdivisional/ block level etc
  • The government functionaries will be informed of the remedial actions. 
  • The organisation is responsible for the implementation of the approval of this scheme.
  • The organisation is responsible for the participation of another organisation.
  • An amount of Rs 15000 will be admissible to the organisation in order to hold the workshop.
  • Other than that the Ministry of Minority affairs can also conduct the workshop for sensitising the PIAs and beneficiaries in order to create the awareness of the scheme regarding the avenues of self employment, wage employment, experience etc
  • Under The Nai Roshni Scheme, the Ministry of Minority affairs is going to disburse a maximum amount of Rs 125000 for holding workshops.

Nurturing And Hand Holding 

The Nurturing and Hand Holding Under this scheme is as follows:-

  • The Organization will render post-training services of nurturing and hand holding.
  • This service will last for one year. 
  • The training will be provided to those women who have undergone leadership development training
  • The facilitators should visit the village.
  • From amongst the group of trainees mahila mandal, mahila sabha, self help group etc. will be constituted
  • Many types of Regular meetings will be held with mahila mandal, mahila sabha, self help groups
  • The records of the meetings, attendance, photographs etc. will be maintained by the agency of the Nai Roshni Scheme.

Economic Empowerment Of Women Under Non Residential Training

The economic empowerment of women under this scheme is as follows:-

  • The organization will identify those women who are willing and can be further trained for any short term training in order to get sustainable economic employment opportunities
  • After the identification the organization is required to provide a short term training to the chosen women
  • The women will be supported in order to get suitable wage employment or to be self employment as sole proprietor
  • The Organization will also assist women on marketing platform
  • The organization will provide an amount of Rs 1500 to the women.
  • The Employment letter or documentary proof of self employment is important for doing 50% payments.

Target Group And Distribution

The target group and distribution under this scheme is as follows:-

  • The Women who belong to minority community like Muslim, Sikh, Christian, Buddhist, parsis and Jain is eligible for this scheme.
  • The Non minority community women will also get benefits from this scheme. 
  • The organisation will make many efforts to have a representative mix of women from SC, ST, OBC, women with disability and other communities. 
  • The organisation will also make efforts to persuade elected women representatives from any community under the panchayati raj institution.

Nai Roshni Scheme Economic Empowerment For Handicapped Minority Women

The economic empowerment for handicapped minority women under this scheme is as follows:-

  • The habit of savings in womens will also be encouraged with the help of this scheme.
  • The Documents with list of identified handicapped women along with the copy of their certificate will also be sent to the ministry. 
  • The duration of the special training program will be for 1 to 3 months
  • This training includes one month training and linkage with local markets to sell their product.
  • The Ministry is going to provide an amount of Rs 10000 per woman for the program.
  • The fund will release in two instalments
  • The 50% of the payment will be released after submission. 
  • The 50% of the payment will be released after completion of training. 
  • The physically handicapped minority women will be identified under this scheme.
  • The organization is going to provide some kind of training to them so that they can get some employment.
  • The Nai Roshni Scheme includes broom making, stitching, embroidery, sanitary napkin making, mushroom farming, pickle/papad making, Dona pattal making etc.

Nai Roshni Scheme Concurrent Monitoring And Reporting

The concurrent Monitoring And Reporting Under This Scheme is as follows:-

  • The organisation will have to submit monthly or quarterly progress reports and project completion reports to the Ministry of Minority affairs. 
  • The report is also required to be submitted to the state and district administrator if it is required by the Ministry of Minority affairs.
  • The organisation will also have to send photos of all the important activities of the training program through the global positioning system.

Nai Roshni Scheme Agency Fees/Charges For Organization

The agency fees for organization under this scheme is as follows:-

  • The Organisation will be entitled an amount of Rs 6000 as agency fees for one batch of non-residential villages. 
  • In case of residential training an amount of Rs 15000 will be entitled for agency fees for one batch of trainees
  • The Agency is required to submit proposals through an online application management system.
  • The proposal should be for a minimum of five batches of villages. 

Nai Roshni Scheme Financial And Physical Targets

The financial and physical targets under the scheme are as follows:-

  • The Nai Roshni scheme is being implemented throughout the country.
  • The Special focus of this scheme  is on districts, blocks, towns, cities having substantial minority population
  • This scheme is expected to cover 50,000 women in each financial year
  • The  3% of the annual allocation will be set aside In order to meet the administrative requirements.

Nai Roshni Scheme Eligibility Criteria For Selection Of Organization

The eligibility criteria for the selection of organizations under this scheme is as follows:-

  • The preference will be given to the Local ground level organisations which are certified by the district collector or urban local body or local authorities.
  • The Organisation should have at least 3 key training personnel.
  • The personnel should be a graduate or graduate diploma holder.
  • The organisation should not have been blacklisted by any government department or agency.
  • Organisation or any of its heads should not have been convicted for any criminal offence.
  • An affidavit certified by a notary is also required.
  • The organisation should be duly registered and should have been in operation for at least three years
  • The organisation should be financially viable and should not have deficit account during the last three years
  • Organisation is required to upload duly audited annual accounts of the last 3 years
  • The organisation should have undertaken at least one project.

Important Information Regarding Registration

Some important information regarding registration under this scheme is as follows:-

  • The Organisations are required to register on the online application management system portal
  • The Organisations can only themselves only for one time.
  • The registration will be done through a one -time password gateway on the registered mobile number of the organisation.
  • After registration, organisations are required to upload all the information about the organisation and submit their application online.

Some Important Documents That Are Required

The important documents that are required under this scheme are as follows:-

  • Number of years of existence and operation of the organisation
  • Number of projects implemented by the organisation for development of women
  • Performance record of the institution evaluated by any recognised agency
  • The number of projects implemented by the organisation in the region/ area/ locality of similar cultural environment where it intends to implement the project under the scheme
  • Number of key personnel working for the organisation with an undergraduate or postgraduate degree in social work
  • The number of field women workers facilitators working for the organisation
  • The number of projects of government, bilateral and multilateral funding Agencies institutions for United Nations funded projects taken up by the organisation

Submission of Proposal

The submission of proposals under this scheme is as follows:-

  • The Ministry of Minority will examine all the data of the organisations.
  • In selection of adequate representation as per quota of census 2011 will be followed for all the states and union territory
  • If the overall composite physical target of the minority women in the state or union territory is not utilised then it will be distributed among minority communities in other state and union territory.

Nai Roshni Scheme Terms And Conditions For Empanelment And Release of Funds

The terms and Conditions under this scheme are as follows:-

  • The organisation should have their official Website. 
  • The Organisation will have to take photos of all the daily activities and upload them on the portal daily.
  • Prior to the release of the grant-in -aid the government shall have the right to lay down any other conditions.
  • The Organisation is required to submit the copies of pamphlet, publicity material etc in the local language in connection with the training program
  • Photographs, video clippings, etc. as evidence of holding the training program or workshop are also required to be submitted to the Ministry of Minority affairs.
  • The organisation is also required to give prior information of the training program. 
  • The Organisation is also required to insert banners or boards indicating that the training is organised by the Ministry of Minority affairs Government of India.
  • On the completion of training the organisation is required to submit utilisation certificate and audit account which are certified by chartered accountant along with the following document:-
  • Audited income and expenditure statement/account/balance sheet for the year, including receipt and payment account of the organisation, in respect of funds received during the year
  • A certificate to the effect that the organisation has not received any other grant for the same project from any other Ministry/department of the Government of India/State Government/union territory administration or any other government/non government organisation/bilateral/ multilateral/funding agency or United Nations
  • It is the responsibility of the organisation to ensure the eligibility criteria of selected women
  • Organisation is required to submit an undertaking in which it should be mentioned that the book for this project will be open for inspection by the officers
  • Undertaking is required to be submitted by the organisation that in the event of acting in contravention of this condition it will refund the amount received from the government with 18% annual panel interest or the panel interest prescribed by chief controller of accounts
  • Organisation is required to utilise the financial assistance for the specified purpose.
  • The applicant must have a bank account.

Nai Roshni Scheme Release of Funds

The release of funds under this scheme is as follows:-

For non-residential village/urban locality training:

The release of funds for nonresidential village urban locality training is as follows:-

1st Instalment

The government will release 50% of the cost before the commencement of training. The government will make sure that this release will cover all the expenditure that has been made in the establishment of the training program. Another 50% will be released by the government on the completion of the training. This training will help the women to make their lives successful and the women will also get financial assistance under this scheme.

2nd Instalment

The government will release 40% of the amount on the second installment. After the submission of utilization certificate along with an audited statement of accounts of the project, certificate of satisfactory completion of training course duly signed by the women trainee and countersigned by the head of Panchayat/ Municipal body/ local authority and another document as per the guidelines, 40% of the approved project cost/ admissible cost incurred on conducting the training program will be released by the government of India.

3rd Instalment

The government will release the remaining 10% of the amount in the third installment. After the submission of the project completion report, details of hand-holding or nurturing countersigned by the head of the panchayat/Municipal body/local authority, and submission of utilization certificate and other documents as per guidelines the 10% of the approved project cost will be released by the government of India.

For Residential Training

The releasing of funds under residential training is as follows:-

1st Instalment

The government will release 50% of the cost before the commencement of training. Another 50% will be released by the government on the completion of the training.

2nd Instalment

The Government will release the remaining installment that is 50%. The women will also get a certificate of satisfactory completion of the training course duly signed by all women trainees and countersigned by the head of Panchayat/Municipal body/local authority. This will help them to make their future better for tomorrow.

Payment Mode For Economic Empowerment Of Women Under Non Residential Training

The Payment Mode For Economic Empowerment Of Women Under Non Residential Training is as follows:-

  • 50% of payment will be made On the receipt of Employment letter or documentary proof of self employment.
  • 50% payment will be released After the submission of three regular salary slips of women benefited in the case of wage employment and documentary proof of receipt of income of three months for self employed women.

Nai Roshni Scheme Electronic Fund Transfer

The electronic fund transfer under this scheme is as follows:-

  • Under This Scheme, the funds will be transferred electronically by the bank.
  • The organisations are required to furnish an authorisation letter from the payee for enabling E payment through PFMS containing full details of E payment of the organisation.
  • Organisation is responsible to provide the correct mobile number of the applicant.

Nai Roshni Scheme Transparency

The Transparency under this scheme is as follows:-

  • The organisation should have their official website.
  • The details of the organisation, head office, field office, landline, telephone number, personal details of past operations and activities etc should be displayed On the website of the organisation.
  • The Ministry of Minority affairs will post the details of the organisation implementing the project, sanctioned project, location of the project, MIS, finance etc On the web portal of online management.

Monitoring And Evaluation Under This Scheme

The Monitoring and evaluation under this scheme is as follows:-

  • The progress of the scheme will be reviewed by the sanctioning committee
  • The district-level committee was constituted under a multi-sectoral development program who will also monitor the program.
  • The District level committee will also involve people’s representatives.
  • The Chartered accountant will also be responsible for financial monitoring of the implementing organisation
  • The Mid term evaluation of the scheme will also be carried out by the government.
  • Through mid term evaluation the ministry will review the necessity of the training module in a particular area, financial viability of training, maximum number of women who could be trained by an organisation etc
  • The empanelled agency of the ministry will carry out impact assessment and evaluation of the project periodically. 
  • The mechanism for monitoring the progress and implementation of the project by the ministry will invite state officials concerned or renowned women or NGOs to the review meeting.

Nai Roshni Scheme Benefits

Nai Roshni Scheme Eligible Organization

The Eligible organization under this scheme is as follows:-

  • The Public trust which has registered under any law is eligible. 
  • The Private limited non profit company which is  registered under section 25 of the Indian companies act 1956 is eligible.
  • The University/Institution of Higher learning recognised by the University grant commission is eligible.
  • The Training Institute of Central and state government/union territory administration including panchayati Raj training institute is eligible.
  • Duly registered cooperative societies of women/self help groups are eligible.
  • The State channelizing agencies of the state government are eligible.
Implementation of The Projects

The implementation of the projects under this scheme is as follows:-

  • The leadership Development Scheme will be implemented by the Ministry Of Minority Affairs.
  • The organisations are required to implement the project directly through their setup in the locality or village area.
Eligible Women Trainees

The Eligible women trainees under Nai Roshni scheme are as follows:-

  • The women should not have any annual income.
  • The women whose family income is 2.5 lakh or less than that are eligible. 
  • The age of the women should be between 18 to 65 years.
